Kansas Law Enforcement:
We thank you for your interest in working with the State of Kansas on our Traffic Records System (TRS) project, and in particular, our first phase, which focused on automating the filing of crash reports. We have made significant progress and through a partnership with the Kansas Highway Patrol (KHP), as of April 30, the Kansas Department of Transportation (KDOT) is now receiving 30% of the crash reports electronically.
As you may be aware, we had planned on leveraging the National Information Exchange Model (NIEM) in this first release of TRS. However project time, complexity of the crash report and budget constraints have unfortunately caused us to postpone this feature to a future release. As resources become available, we will do our best to provide a NIEM component to the transmission portal to meet the needs of law enforcement wanting to continue their relationship with their third party vendors.
The strong partnership between the TRS and the KHP has led to great strides in electronic submission of the crash report. KLER has been fully tested, will validate and electronically submit the crash report to the TRS and ultimately KDOT. In addition, the KHP has worked with several local agencies on electronically capturing this or a subset of this data into their local Records Management Systems.
The TRCC and the KHP are working with other state agencies on electronic submission of other reports, including E-Citations, the Kansas Arrest Report and Kansas Offense Report. The KHP and KBI are working toward the electronic transmission of KLER files to the agency KBI gateway. Up until that option is fully available, agencies should be aware that these reports are available in the KLER software package. At a minimum, KLER will provide validated computer generated reports versus hand-written documents.
We understand this change in direction may impact your plans and apologize in advance for any difficulty it may pose. We are simply trying to be judicious with the finite resources at our disposal while still trying to be responsive to agency needs. The proposed workaround through KLER integration should meet much of the need your agencies have. We thank you for your time and understanding.
